What to do against Rob ter Horst & against the Swiss Police who eventually believes that you are a stalker although you are not?

Peter further supposes that he is tracked by the Swiss Police. When he closes his window aloud in the house he receives an e-mail, and he supposes it is sent by the Swiss Police. And Peter supposes furthermore that he is tracked by the Swiss Police because of two stalkers in the house. And he supposes also, that the Police believes that he is a stalker, although he is not.He was controlled three times by the Swiss Police who asked a lot of questions, he did not answer, because he has the right to refuse to give answers to these questions. Many similar strange things happened recently at the MRIS. So what to do against this if we suffer from it?
