In the «Funding» section of this paper with

Ildar Rakhmatulin as first author:

https://www.mdpi.com/1424-8220/24/3/877

it says:

The authors I.R., A.N. and D.M.’s work was supported in part by a USSOCOM (United States Special Operations Command) grant EESB P85655.

  • Ildar Rakhmatulin studies at the South Ural State University (SUSU) and received a PhD in Technical Sciences & Electronic engineering

The South Ural State University (SUSU) is a University in the Russian city Tscheljabinsk. Ildar Rakhmatulin who studied in Russia writes papers who are partly funded by the U.S. Army. Is that not strange?
