EEGLAB for instance runs in Octave, but EEGLAB developer Arnaud Delorme recommends to use the compiled version of Matlab to use EEGLAB which can be downloaded.
EEGLAB is also a Matlab Toolbox, like the Respiratory Rate Estimation Toolbox, but much more complex. Therefore we suppose that the situation for the Respiratory Rate Estimation Toolbox is the same as for EEGLAB
Eventually it is better to stick to one (Matlab) Toolbox, which is supported by Peter H. Charlton, than to have another Python Toolbox
R-R peak data are required for the Matlab Respiratory Rate Estimation Toolbox
With the Polar Sensor Logger App from Jukka Happonen, we have R-R peaks from the Polar H7 or Polar H10 chest strap
Eventually, also P-P peak data from the Polar OH1 work
