The hardware of the ADS1299EEGFE-PDK would in principle be fine. But the firmware is missing. On the OpenBCI GITHUB, a user tried to connect this board to an Arduino. There is firmware available for the Arduino and the ADS1299EEG chip. But the user was not successful:

If the firmware would work we could use it with daisy chain for 32 channel devices. The only one we know who where successful where Indonesian Scientists. They connected a Texas Instruments 1299FE demo kit to MATLAB. And we suppose they wrote their own firmware.
