Who uses a Polar OH1 instead of an ECG device?

A PLOS ONE paper concluded, that the Polar OH1 can be used instead of an ECG:

but used as strange protocol for it:

The used a very expensive ECG device or more than 50 000 USD. The institute who did the tests is not a sports institute. Why does it then sports sensor testing? Was it an evaluation for other applications? We do not know of anyone who uses a Polar OH1 instead of an ECG device.
