Was a Police Work Program from Switzerland Spread All Over the World Because it Served Perpetrators in the City of Zurich?

Who turned my life in the city of Zurich into a thriller that could have come from a bad James Bond film?

In shops and stores in the city of Zurich, it’s somewhat better. But I’m observing more or less the same pattern all over the world. But if something is spreading globally, why is it being done?

Was this done because it is a Police work program that serves offenders? Are there offenders among the participants of this Police work program? And was that the reason this Police work program has now been spread all over the world? It has been spread, as illustrated by the following examples from all around the world:
