Yes, they do exist. But they seem to be rare.
Vanja Palmers, brain scan study participator about the effect of Psilocybin said in the following interview, he was not able to induce the same mental states with meditation than with Psilocybin:
But for the scientific studies about meditation and Psilocybin, they found around 20 of such subjects which where able to induce (high gamma?) mental states with meditation.

But I know, I know many people who can do this.
And these are also the statements of these subjects.
They where very experienced in meditation.
And had zero experiences with substances (drugs).
We did not find 40 such people,
but around half of it (which means around 20).
