Is Lama Pema Wangyal from the Drukpa Center Kollbrunn Switzerland still a Buddhist monk or not?

In the following video which was recorded recently, we can see him with fresh cut hear and the robe of a monk:

Pema left the Rikon Tibet Institute Monastry last year and has his hear uncut and wears a beard:

Also on other videos which show Pema in the Drukpa Center Kollbrunn he has hair uncut and has a beard:

It seems as if Lama Pema Wangyal changes his look depending on the occasion, which would mean that he is not a Buddhist monk anymore.
