We suppose it is a used medical grade treadmill with dead treadmill motor which can be replaced by new high quality motor. New high quality treadmill motors are available on Aliexpress for around 700 USD. But we think the best way is to start doing some experiments with a cheap treadmill, Raspberry Pi treadmill sensors and a treadmill motor which can be controlled by PC software until we are experts in this field.
