What stroke us on this project was Peters Matlab toolbox:
https://ch.mathworks.com/matlabcentral/fileexchange/55289-respiratory-rate-estimation
Peters documentation on his GITHUB page:
https://peterhcharlton.github.io/info/RRest
Peter PhD thesis about the topic:
and Peters papers about the topic:

Is a toolbox not used which has been downloaded about 3000 times? We doubt about it. But what stroke us the most, is this Matlab toolbox, which looks relatively simple, and is well documented.
Peters GITHUB:
https://github.com/peterhcharlton
With R-R rest having many stars:
https://github.com/peterhcharlton
and having many followers on his GITHUB, which means that he is a great coder. But is respiration rate a hot topic to receive the Nobel Prize in medicine for it, or research grants?
Peters project about respiratory rate estimation is the project which is the most developed which we know in the field of respiratory rate estimation. We are interested in respiration since several years. Respiration rate is a parameter for which only view devices or on the market which measures it, and the accurate devices are very expensive. If respiratory rate estimation is accurate, then it is an alternative which is affordable and relatively comfortable.
Peters toolbox is a Matlab toolbox and relatively simple. EEGLAB is a Matlab toolbox which is much more complicated. EEGLAB runs also in the compiled version or Matlab and in Octave. Since Peters toolbox is simpler than EEGLAB, we suppose that it runs also in these platforms.
